<p style="font-size: 1em;"><span style="font-size: 3em; float: left; line-height: 1em;">F</span><img style="background-image: none; float: right; padding-top: 0px; padding-left: 0px; display: inline; padding-right: 0px; border-width: 0px;" alt="" src="http://occupytacoma.org/wp-content/uploads/2013/05/Announcement-TCT-2013.png" width="254" height="206" align="right" border="0" />or several months, <em>Occupy Tacoma</em> (OT) activists and various homeless advocates have been gathering data, seeking out resources, identifying potential allies, and assembling relevant legal documents—all for the sake of launching a vital project to meet the needs of many local homeless people.</p>
<p style="font-size: 1em;"><span style="font-size: 3em; float: left; line-height: 1em;">N</span><strong>ow</strong>, a <strong><em><span style="color: #0000ff;">FIRST PUBLIC INFORMATION MEETING</span></em></strong> has been scheduled for Monday evening, June 10, at the <a href="http://www.fumcot.com/index.php?m=4" target="_blank">First United Methodist Church</a> (<em>clickable link</em>), 621 Tacoma Avenue South, to kick off the <em><strong>Tent City Tacoma</strong></em> project.</p>
<ul>
<li><b>Please Come</b>: Church leaders, civil organizations, public health and law enforcement representatives, staff from city departments, and <strong>ALL OTHER INTERESTED PERSONS</strong> are invited to attend.</li>
<li><b>Meeting Program:</b>
<ul style="list-style-type: square;">
<li><b>Refreshments: </b>The meeting will begin at 6:30 p.m. with refreshments.</li>
<li><b>Presentation:</b> An OT member, formerly a homeless person himself, will share a PowerPoint presentation describing how he and other homeless advocates and activists <em>have participated in the organization and running of successful</em> Tent Cities.</li>

</ul>
<p style="font-size: 1em;"><b><img style="background-image: none; float: left; padding-top: 0px; padding-left: 0px; display: inline; padding-right: 0px; border-width: 0px;" alt="" src="http://occupytacoma.org/wp-content/uploads/2013/05/what-when-where-TCT-2013.png" width="247" height="185" align="left" border="0" />ORGANIZING &amp; LEARNING: </b>OT representatives have been meeting monthly with the other members of the <i>Tacoma-Pierce County Coalition to End Homelessness</i>. (TPCCEH). They made extensive efforts to learn how other <em>Tent City</em> programs have developed and managed to work out in places like Seattle and King County. They brought forward valuable information about practical, actual on-the-ground functioning of &#8220;<em>Tent City</em>&#8221; refuges in other metropolitan areas such as ours.</p>
<p style="font-size: 1em;"><strong>ACTIVIST RESIDENTS: </strong>A beginning core of local prospective residents has already been identified. Moreover, tent city residents from surrounding areas such as King County and elsewhere have expressed a desire possibly to relocate here and contribute to the effort.  They bring a wealth of organizational experience with such needs as internal management, security, sanitation, food, and community outreach.</p>
<p><span id="more-6819"></span></p>
<p style="font-size: 1em;"><b>LOCATION: </b>Our next critical step is in finding a suitable location for &#8220;<em>putting stakes in the ground</em>.&#8221; As in the Seattle area, church-owned sites are the preferred locations for a tent city, since religious organizations have the legal right to use their own property for such service to the community. This is key to getting a tent city established.</p>
<p style="font-size: 1em;"><b>NEEDED RESOURCES: </b>In addition to a place to set up the facility, there is need for funds to provide some of the essential services, to meet sanitation requirements, provide a place to cook, and so forth. Therefore, in order for Tent City Tacoma to exist and thrive, many supportive persons and organizations must be enlisted. For that reason, the project is ready to GO PUBLIC after a lengthy period of preparation.</p>
<p style="font-size: 1em;"><strong>WHAT YOU CAN DO:</strong></p>

<div style="font-size: 1em;">Let your elected representatives, your clergy people, and your city representatives know you support facilitating getting a TCT</div>

<div style="font-size: 1em;">Talk to your faith community if you have one, about sponsoring a TCT tent city on their property.</div>

<div style="font-size: 1em;">Be ready to volunteer, contribute food, money, or help with other resources.</div>

<p style="font-size: 1em;"><b>TENT CITY TACOMA:</b></p>

<li>We hope that Neal, or Neal and Woody can do the presentation at the June 10 meeting. They do an excellent job of giving Neal&#8217;s PP presentation. The meeting is June 10 at 6:30, and we will not have a GA that day.</li>
<li>Vince tells us the meeting is on the church calendar. He distributed a draft announcement he wrote. We discussed it and some suggestions were made. Vince said he would re-work his announcement a bit after the meeting and email it to Alan. It was decided that Alan would try to craft a leaflet, based on Vince&#8217;s announcement, half-page size. Alan will email it to Patricia and others. Alan will also format and edit Vince&#8217;s announcement and put it on the web page and the Facebook page.</li>
<li>Patricia reported that she attended the Tacoma Pierce County Coalition to End Homelessness meeting on Wednesday the 8th. She said there was interest in what we are up to, and she had a chance to talk with several people.</li>
</ul>
<p><span id="more-6813"></span></p>
<p style="font-size: 1em;"><b>LOW-POWER PUBLIC ACCESS RADIO:</b> Marilyn announced that the FCC is making some low-power FM channels available. She is involved in a coalition of people who are trying to set up a progressive low-power radio station, which would offer spots to various political organizations in the area. For example, Occupy Tacoma might be able to had a spot on it. The plans are for a 24/7 station. There were many questions and much discussion around this.</p>
<p style="font-size: 1em;"><b>NO COAL TRAINS:</b> Marilyn reports that she has been involved in this, and the coalition is very broadly based. There was discussion about coal dust in the environmental impact of coal trains in our area.</p>
<p style="font-size: 1em;"><b>WORDPRESS OT</b><b> PLUG-IN:</b> Mike discussed the plug-in that he&#8217;s been working on. In the process of explaining some of his thinking on this, we went to the <a href="http://en.wikipedia.org/wiki/Strategic_planning">Wikipedia page on strategic planning</a>. On that page, there was <a href="http://en.wikipedia.org/wiki/Strategic_planning#Key_components">a video</a> that the Wikipedia planners and managers had put up explaining their approach to strategic planning. There was much discussion about strategic planning, goals, mission and vision statements.</p>
<p style="font-size: 1em;"><b>ALAN&#8217;S ANNOUNCEMENTS:</b> The person facilitating the meeting left a bit early, and so Alan made his announcements rather informally. They are here in the minutes for the record.</p>
<ol>
<li>There had been discussion a while back about Occupy Tacoma&#8217;s participation in the Bank of America protest. On May 7, which was the day after the last GA, Aubrey sent a message to our email box stating that he had posted an announcement of the protests on Craig&#8217;s List and on his own Facebook page. He was somewhat hampered because he did not know which branch location of Bank of America the protest was to be held at.</li>
<li>Our Facebook page had a total outreach of 334 last week. We had 6808 visitors between April 28 and the day before this GA on our main website. Although we get a lot of bots, we get literally thousands of people from all over the world.</li>
<li>We got an email from one of the residents at the Kirkland Tent City #4. He said he and some others at the camp are willing to relocate and/or help organize and get something together here in Tacoma. He said they are quite interested in helping get tent city set up in other places. He himself has worked as a kitchen coordinator and move master, and he says there are several other people willing to work with him with more experience than he has. I wrote him back and told him about the meeting, but unfortunately the email did not get to them until just the day before the meeting. However, he wrote back and said he was interested.</li>
<li>POST OFFICE MAIL BOX: Alan went to post office today. Mail box fee is due on 5/31/2013. Man at PO suggested waiting until about 1 week before changing our post office box to a new location. He gave Alan the forms for a change-of-address. The fees for the new box will be about $60 and $65 for 6 months, and Alan will be able to check it as it is a short walking distance from his house.</li>

<p><span style="font-size: 3em; float: left; line-height: 1em;">O</span>n Tuesday, December 18, the Tacoma City Council did the right thing. They passed a resolution supporting an amendment to the United States Constitution that would overturn the infamous <em>Citizen&#8217;s United</em> decision. You can read that resolution <strong><a href="http://occupytacoma.org/tcc-resolution-concerning-citizens-united/" target="_blank"><span style="color: #0000ff;"><span style="text-decoration: underline;">by clicking here</span></span></a></strong>. If you don&#8217;t know what the <em>Citizens United</em> decision is, <strong><a href="http://en.wikipedia.org/wiki/Citizens_United_v._Federal_Election_Commission" target="_blank"><span style="color: #0000ff;"><span style="text-decoration: underline;">please click here</span></span></a></strong>.</p>
<p>This author expected the <em>Tacoma City Council</em> to pass a resolution opposing <em>Citizens United</em>. But what this author did not expect was how strong the City Council resolution would be. <span id="more-6294"></span>The resolution states that corporations are not people, and as such do not have the same free-speech rights as natural breathing persons. Currently, corporations can spend megabucks on political campaigns and even hide their sponsorship! To remedy this, the <em>Tacoma City Council</em> resolution also provides that government has the power to regulate corporate financial political expenditures.</p>
<p>At the same time, this resolution avoids the divisive issue of public financing of campaigns. Many in the movement favor public campaign financing. Others in the movement oppose public campaign financing because they fear public financing would tend to enshrine Republican/Democratic party monopoly over the electoral process. This author is one who opposes public campaign financing for that reason.</p>
<p>All of us on both sides of the public campaign financing controversy need to unite around the issues we have in common to win this fight, city by city, state by state, and eventually in the process of constitutional amendment.</p>
<p>So the passage of the <em>Tacoma City Council</em> resolution calling for a constitutional amendment to overturn the <em>Citizens United</em> decision is an important victory, not only to those who worked so hard to convince the City Council. It is a victory for all the citizens of Tacoma, the citizens of the United States, and even the citizens of the world! It is an important step in the right direction.</p>

Kudos to all who brought us this victory, including the <em>Washington Public Campaign</em>, the <em>Move to Amend Tacoma</em>, the <em>Occupy Tacoma,</em> as well as many other groups and individuals such as long-time Tacoma veteran activist Susan Eidenschink.</p>

<p style="font-size: 1em;"><strong>Leonard Peltier has been in US Federal Prisons since 1977</strong> due to a conviction relating to the murders of two FBI agents on the Pine Ridge Reservation in 1975. It was never proven that he was the murderer, but the jury nonetheless found him guilty. Amnesty International states his trial was &#8220;unfair,&#8221; citing concerns with the proceedings, based on allegations and inconsistencies regarding the FBI and prosecution&#8217;s handling of this case. Based on my past experiences in tent cities, a Tacoma Tent City could well be organized and governed as follows:</p>
<p style="font-size: 1em;"><strong>Camp Organization</strong></p>
<ol>
<li>The responsibility of electing leadership and establishing permanent rules within the camp shall fall upon the residents of the camp at the time by a consensus vote (<em>consensus as determined by the camp as a whole</em>).</li>
<li>The responsibility of enforcing rules, resolving disputes, establishing temporary rules, and coordinating ongoing and day-to-day operations of the camp shall fall upon an executive committee (EC), comprised of five primary members and two alternates. These executive committee members shall be elected once a month and shall not serve a term of more than two consecutive months.<span id="more-6049"></span>
<ul>
<li>Alternate executive committee members shall serve in the place of primary executive committee members in the event that a primary executive committee member cannot discharge his or her duties at the time.</li>
<li>If, at any time it is felt by the camp that an Executive Committee member cannot discharge his or her duties properly and fairly, then the camp may hold a mid-term election, or force the EC member in question to step down for the remainder of the term.</li>
</ul>
</li>
<li>Security personnel shall be charged with keeping the peace in the camp, and serve as an extension of the executive committee member on duty at the time, executing his or her instructions as time and duties permit.
<ul>
<li>Each resident shall serve a number of security shifts each month as determined by executive committee. The EC determines the number of shifts needed to ensure that 24 hours a day, 7 days a week, there are two individuals serving as security</li>
</ul>
</li>
<li>Basic requirements for residents are established as follows:
<ul>
<li>Completion of a required number of hours as security, as determined by the executive committee based on needed shift coverage.</li>
<li>Completion of a number of &#8220;community credits&#8221; that are necessary to keep the public informed as to the condition of tent city, needs of tent city, and benefits of tent city.</li>
<li>Conducting yourself in a civilized manner based on rules established for the residents of tent city</li>
<li>Participation in a once-per-week meeting of camp residents, to keep the residents informed of upcoming events, rule changes, and election of leadership as needed.</li>
</ul>
</li>
<li>Basic rules for camp conduct will be as follows:
<ul>
<li>No alcohol in camp (<em>this includes being intoxicated while in the camp</em>).</li>
<li>No drugs in camp (<em>this includes being under the influence in camp, exceptions made for those who are prescribed these substances and can provide copies of the prescription with contact information for prescribing doctor</em>)</li>
<li>Violence will not be tolerated and will result in arrests. Camp rules require EC members to summon EMS to deal with emergency situations. Violence will result in a minimum 72 hour ejection.</li>
<li>Derogatory comments against individuals because of their protected status, such as race, religion, sexual orientation, disability, etc are not permitted.</li>
<li>Weapons are strictly prohibited in camp. Violation results in a minimum 72-hour ejection and notification of authorities.</li>
</ul>
</li>
<li>Penalties for violations will be as follows:
<ul>
<li>As determined by the EC on duty at the time of the violation(s):
<ul>
<li>Additional duties as required by the camp (additional security shifts, &#8220;community service,&#8221; etc.)</li>
<li>24 hour ejection</li>
<li>48 hour ejection</li>
<li>72 hour ejection</li>
</ul>
</li>
<li>Penalties requiring review and approval by a minimum of 2 other primary EC members
<ul>
<li>4 day ban</li>
<li>7 day ban</li>
<li>10 day ban</li>
<li>30 day ban</li>
</ul>
</li>
<li>Penalties requiring a consensus of primary and alternate EC members (4 or more)
<ul>
<li>Permanent ban</li>
</ul>
</li>
</ul>
</li>
<li>Other leadership/ responsibilities may be needed. These include, but are not limited to:
<ul>
<li><em>Tent master</em> — responsible for maintenance of tents and tent accessories.</li>
<li><em>Kitchen master</em> — responsible for cleaning and maintaining the kitchen tent and its supplies.</li>
<li><em>Move masters</em> — responsible for coordinating any moves of the tent city as necessary.</li>
</ul>
</li>
</ol>

The plain answer is that they do not fit in. Homeless people are forced to live on the fringes of society, forced to live under oppressive systems without any say in how they are run. Their critics scream at them to get a job, yet homeless agencies forbid them the tools to do so.</p>
<p style="font-size: 1em;">Established social service agencies expect no protest or complaint when they tell their clients they cannot take their personal belongings with them into the shelters. The shelters expect them to adhere to a meal schedule that forbids the possibility of a job search. The shelters expect them to come at specific times, or they don&#8217;t get a bed. This makes taking night jobs impossible. In short, the homeless are denied the rights that Occupys all over the country have been fighting for.</p>
<p><span id="more-6040"></span></p>
<p style="font-size: 1em;"><span style="font-size: 3em; float: left; line-height: 1em;">T</span>he solution to this is really very simple. What&#8217;s needed is to establish tent cities in all urban areas. This was done in the great depression of the 1930s. Today, this is also being done around the world in many of the poorer countries as a way of consolidating resources. Presently, many major urban areas in the United States have tent cities. In Portland, Seattle, as well as in many other urban settings across the country, there are tent cities, both recognized and unrecognized.</p>

<p style="font-size: 1em;">Even the recognized tent cities run into problems. For example, various city authorities may often require &#8220;<em>permits</em>&#8221; for the camp to be there. Or they may put ridiculous &#8220;<em>health and safety</em>&#8221; requirements on the tent cities, thus preventing them from being established.</p>
<p style="font-size: 1em;">Despite the desperate need for tent cities and the associated support structures that could help get people off of the streets, into jobs, and into society, few seem willing to listen. Neither are many willing to lift a finger to help. The other great obstacle before us is even if we obtain &#8220;<em>permits</em>&#8221; and satisfy &#8220;<em>health and safet</em>y&#8221; requirements, what then? This is where the &#8220;<em>homeless service providers</em>&#8221; come in.</p>
<p style="font-size: 1em;">These so-called &#8220;<em>homeless service providers</em>&#8221; have been handing out soup, blankets, and clothes for years. Well, now it is time for them to team up with other &#8220;<em>providers</em>&#8221; to help get these people proper help, the kind of help that will get them off of the streets and keep them off the streets.</p>
<p style="font-size: 1em;">The tent city can help do this. They can provide these services infinitely more efficiently than now. Tent cities can gather the homeless in one place instead of having them scattered everywhere. Scattering the homeless is what the city&#8217;s anti-camping ordinances have done. Tent cities can organize the homeless into a cohesive system that empowers them to take responsibility for their own lives and needs. They can now legitimately help the homeless to become independent in a more permanent fashion than the programs that isolate different aspects of independence.</p>
<p style="font-size: 1em;">In part 2 of these articles, I would like to share with you some of my experiences while participating in a tent city. I hope to help you to understand the structure of how a tent city works.</p>
<p style="font-size: 1em;"><strong>My Experience in a Tent City</strong><br />
When I first went to a tent city, it was located at a church in Seattle, Washington, called &#8220;<em>Church by the Side of the Road</em>.&#8221; The camp personnel were exceptionally kind to me. When I arrived, they took my information. Their security got me some coffee and something to eat. By the time I was done with my intake, which included an explanation of the rules and requirements, I had already signed up and chosen a few security shifts, and I already had a bed. Within a week I had my own tent, and the entire time I was at tent city I was free to come and go as I pleased, as long as I met my requirements. These were to serve a prescribed number of security shifts and to earn one community credit a week.</p>
<p style="font-size: 1em;">After four months of being there, residents elected me to be on the executive committee, which is kind of like a city council. I served on this committee for a combined 6 months and managed to do quite a lot of good for the tent city. The local community gave us some incredible support and more and more help. Several people were able to get jobs and permanent homes. These things led me to an understanding that tent cities are so much more than just another shelter. Tent cities are hope, and that is what our homeless need.</p>
<p style="font-size: 1em;">Hopefully you will find a better understanding of how tent cities do this when you read this outline of their structure in the second article of this series.</p>

<span style="font-size: 3em; float: left; line-height: 1em;">T</span>he Fed&#8217;s latest effort at reviving the economy is called &#8220;QE3&#8243; or &#8220;Quantitative Easing &#8211; phase 3&#8243;. This action comes too late to help the administration in the upcoming elections, but the announcement by the Fed that it will buy $40 billion in mortgage backed securities every month until the unemployment rate falls to a more acceptable level is very good news for the &#8220;producer class&#8221;. <strong><a href="http://seekingalpha.com/article/867331-qe3-should-be-good-for-the-economy-u-s-consumers" target="_blank"><span style="color: #0000ff;"><span style="text-decoration: underline;">According to Seeking Alpha website</span></span></a></strong>, a website widely read and highly regarded by investment professionals:</p>

<p><span style="font-size: 3em; float: left; line-height: 1em;">M</span>ost people are not aware of the actual role of the Fed in the US economy and in the economy of the world. So I will attempt to do a &#8220;Teach In&#8221; here:</p>
<p>The Fed&#8217;s current &#8220;reason for existence&#8221; is to balance the value of the currency against the value of labor. (<strong><a href="http://en.wikipedia.org/wiki/NAIRU" target="_blank"><span style="color: #0000ff;"><span style="text-decoration: underline;">Reference here</span></span></a></strong>)<br />

<p><span id="more-5220"></span></p>
<p>And _YES_, it is a seeming confirmation of the classical &#8220;<em>Labor Theory of Value</em>&#8220;. Classical economics insists that the term &#8220;<em>wealthy</em>&#8221; as applied to the rich is simply the control that they have over the labor of others. And when people can&#8217;t find a job because the rich are hoarding all the money, then one solution is to create more money, retire interest-bearing debt, and thus devalue the current hoarded money until the value of labor returns to a point where unemployment abates.</p>
<p><strong>How this Works</strong></p>
<p>Most financial instruments are held in bond funds.  When the FED buys these bonds from the bond fund then the fund is holding non interest bearing money as opposed to interest bearing bonds.  The same would be true of a wealthy individual.  Even if these wealth holders simply hold the non interest bearing dollars, the financial position of the holders remains the same.  In the one case the holders had bonds and now the holders have dollars; no richer or poorer for the initial swap of one form for another.  Therefore, this initial swap of money for bonds is not directly inflationary, nor does it affect the &#8220;wealth&#8221; distribution between the 1% and the 99%.</p>
<p><strong>However</strong></p>
<p>The &#8220;wealth holder&#8221; is loath to simply hold these dollars because they do not bear interest.  The holder will therefore quickly invest the dollars back into interest bearing instruments. And as the wealth holding community tries to do this en mass, interest rates fall. In this case, mortgage interest rates will fall.</p>
<p><strong>Result</strong></p>
<p>The _REAL_COST_ of home ownership is actually the amount that must be paid on a monthly basis, most of which is the interest. As that cost recedes, then the _REAL_VALUE_ of home ownership rises. Moreover, as the real cost of home ownership recedes, a person who needs to hold two jobs to pay the mortgage may now be able to return to having just one job. This frees up a job for someone else. Or a homeowner may now be able to buy a &#8220;<em>bass (fishing) boat</em>&#8221; or some &#8220;<em>really big tires</em>&#8221; for that pickup truck. And either way, there will be more economic activity and more OPPORTUNITY for gainful employment.</p>
<p><span style="font-size: 3em; float: left; line-height: 1em;">A</span>nd that is how quantitative easing works. Any inflation it causes results from there being more spending power in the hands of the folks that OWE money. And those particular folks will not be harmed by that sort of inflation. The people who are hurt are the money hoarders in that the moderate inflation will tend to outrun the interest they get from simply holding dollars or bonds.</p>
<p>It is EXTREMELY IMPORTANT to realize that QE3 will escape the political death trap of taxation or borrowing. There is no &#8220;<em>borrowing</em>&#8221; needed to execute this program. The national debt will not increase by one nickel because of this action of the FED.</p>
<p>As a matter of fact, federal revenues will be enhanced by virtue of a more active economy and reduced interest rates caused by the &#8220;buy down&#8221; and that will reduce the debt in relation to what it otherwise would have been. The debt of the US government is held in FIXED RATE treasuries. Inflation, in the market price of homes, gold, oil, dirt, and diamonds is not going to increase the national debt and will ease the burden of paying it.</p>

<p>Thank you Mr. Bernanke. But where have you been? Where were you as the homes were foreclosed last year and the year before? Where were you earlier this year when this program might have kept the &#8220;<em>corporatists</em>&#8221; out of the White House and the Senate? The answer to these questions lies in the fact that the Federal Reserve is a shining example of &#8220;<em>regulatory capture</em>&#8220;.</p>
<p>The Fed has been RE-captured by the banks it was designed to regulate. The <em>Federal Open Market Committee</em> (<a href="http://en.wikipedia.org/wiki/Federal_Open_Market_Committee">FOMC</a>), the body that makes the Fed&#8217;s policy, includes <a href="http://www.factcheck.org/2008/03/federal-reserve-bank-ownership/">5 bank people and 7 people appointed by the elected government</a>.</p>
<p>That structure should prohibit actions of the FED that would simply line the pockets of the banks. Unfortunately, the chairs of the 7 members that protect the public must be &#8220;<em>confirmed</em>&#8221; by the Senate. And through the minority rules of the Senate (60 votes to pass any law or confirm any appointee), the corporations and the banks _OWN_ that institution.</p>

<p><span style="font-size: 3em; float: left; line-height: 1em;">I</span>t seems to some of us that the only way to address this problem is for the people to amend their constitution in such a way as to stop the corporations from continually threatening/buying the congress.</p>
